Explanation
过 after a verb means you have experienced doing something before. It focuses on whether the experience has happened, not when.
Negate with 没(有)...过: "我没去过中国". Never use 不 with 过.
Examples
我去过北京。
Wǒ qù guo Běijīng.
I have been to Beijing.
你吃过中国菜吗?
Nǐ chī guo Zhōngguó cài ma?
Have you eaten Chinese food?
他没学过日语。
